The following are highlights from the September 26, 2022, Sparks City Council Meeting.
Announcements, Presentations, Recognition Items and Items of Special Interest:
- City Manager Neil Krutz announced three vacancies on the Sparks Arts & Culture Advisory Committee, each for two-year terms, expiring November 1, 2024. The vacancies are for each of the following member positions: one performing arts, one visual arts, and one humanities background. - Council heard presentations from:
- Catholic Charities and Imperium Property Management and Consulting on a joint housing subsidy proposal.
- Sparks Fire Department about the Medal of Merit presented to Captain Laura Jacobsen and Firefighter Paramedic Mike Hackler for their actions taken on a structure fire the evening of March 12, 2022.
- Council proclaimed:
- October 9, 2022, as National Fallen Firefighter Memorial Day in recognition of the patriotic services and dedicated efforts of fire and emergency services personnel.
- October 9-15, 2022, as Fire Prevention Week throughout the city of Sparks, urging all residents to practice a home fire escape plan and to support the many public safety activities and efforts of the Sparks Fire and emergency services.
- October 1, 2022, as Reno Corvette Club Day, recognizing the the club, celebrating 50 years, has donated more than $30,000.00 to the Veteran’s Guest House, Honor Flight Nevada, Gold Star Moms, Northern Nevada Children’s Cancer Foundation, Susan G. Komen Walk for the Cure, Hot August Nights and Northern Nevada HOPES.
- Council appointed Sheena Harvey to the Sparks Parks and Recreation Commission, for a partial term ending June 30, 2024.
- Council accepted a $232,961.15 Assistance to Firefighters Grant with a City of Sparks match of $23,296.12 to purchase one Ambulance and equipment.
- Council approved employee complement changes to the Police and Finance Departments with an estimated cost of $154,802.80 for the first year.
- Council rejected a sole responsive bid for a Side Dump Trailer purchase for the Truckee Meadows Water Reclamation Facility. The City received only one bid that was substantially higher than the amount budged to purchase the trailers.
- Council approved a $425,000.00 construction contract with Houston Smith Construction, Inc. for restroom remodel project at the Sparks maintenance yard.
- Council approved a $1,343,345.00 consulting agreement for consultant services between the Cities of Reno and Sparks and Carollo Engineers, Inc. for the Truckee Meadows Water Reclamation Facility Disinfection and Filtration Evaluation and Pre-Design Project, with the City of Sparks’s share being $421,407.33.
- Council approved purchasing equipment from National Fitness Campaign LP in the amount of $142,350.00 for a fitness court facility to be built in Ardmore Park. They also approved a $62,802.00 construction contract with Anchor Concrete to construct a concrete pad and a $37,000.00 construction contract with Garden Shop Nursery Landscape Division Inc. to install equipment for the fitness court facility.
- Council approved a revised conceptual spending plan for the City of Sparks’s American Rescue Plan Act allocation of $16,230,272.00 with $100,000.00 to go before the Sparks Senior Citizens Advisory Committee for input and recommendations on how to spend the funds for senior services and to include a possible plan to fund rental mitigation in Sparks.
- Council did not take action on an agreement to provide funding for Seniors in Service programs and instead gave direction to the city manager to seek input from the Sparks Senior Citizens Advisory Committee on how best to spend these funds.
- Council approved agreements to provide American Rescue Plan Act funds to:
- Food Bank of Northern Nevada to provide up to $300,000.00 for expenses incurred to address food insecurity.
- Northern Nevada HOPES to provide $1,000,000.00 for expenses incurred in constructing the East Fourth Street clinic.
- Council approved a two-year $381,500.00 professional services contract with EmbGro to provide and manage a mental health program withing the Sparks Fire and Police Departments.
- Council heard second readings, held public meetings and:
- Adopted a resolution to certify a Comprehensive Plan amendment to change the land use designation and rezoned 8.94 acres located at the southwest corner of Nichols Boulevard and Howard Drive from Mixed-Use District/Mixed Use Commercial (MUD-MC) to Tourist Commercial (TC).
- Rejected the recommendation of the Sparks Planning Commission and approved an amendment to adopt an ordinance amending a Final Approved Plan for 640 acres in the Pioneer Meadows Development zoning district to:
- Add Warehouse and Distribution to the list of permitted uses in the Business Park (BP) land use category.
- Reduce cumulative Floor Area Ratio from 0.5 to 0.3 within the BP land use category.
- Remove cumulative density requirements associated with the Multi-Family (MF15A) land use designation.
