Sparks City Council Highlights on October 24, 2022

The following are highlights from the October 24, 2022, Sparks City Council Meeting.

Announcements, Presentations, Recognition Items, and Items of Special Interest:

  • Council heard a presentation about the 19th Annual Mayor’s Cup Golf Tournament. Proceeds from the Mayor’s Cup Golf Tournament continue to help hundreds of children from low-income households participate in recreation programs at little or no cost to them. Many of these children are considered at-risk and in need of structured programming in a safe environment during non-school hours. To date, the tournament has raised $140,000 to assist in this effort. The City was thankful to receive donations from three major donors:
    • Renown Health and Lithia Chrysler/Jeep each donated $2,000 to pay for the luncheon at the golf tournament and the hats given away to each golfer as a tee prize.
    • Scheels donated $10,000 that will go directly into the Scholarship Fund.

  • Council proclaimed:
    • October 23 - 31, 2022, as “Red Ribbon Week.” Red Ribbon Week is sponsored by the National Family Partnership and is a unified effort to eliminate and prevent illegal drug use in the community.
    • November 2022 as “Alpha-1 Awareness Month” to help educate the public as well as the medical community on Alpha-1 detection and treatment. Alpha-1 Antitrypsin Deficiency (Alpha-1) is one of the most common and serious hereditary disorders in the world and can result in life-threatening lung and liver disease in both children and adults.
    • November 4, 2022, as “Nevada Veterans Memorial Plaza Day.” The Nevada Veterans Memorial Plaza honors the legacy of fallen servicemen and women and serves as a place for them to be respectfully remembered and will officially open on November 4, 2022.
  • Council commended Andrea Pelto for being chosen as Nevada Senior Citizen of the Year by the Foundation Assisting Seniors. Andrea is an ambassador advocating on behalf of seniors, serves as chair of the Sparks Senior Citizens Advisory Committee, and is an avid volunteer in our community.
 General Business:

  • Council approved the Mayor’s appointments to the Sparks Arts and Culture Committee, each with a two-year term ending November 1, 2024:
    • Shanda Golden as the visual arts member.
    • Jacqueline Sotoodeh as the performing arts member.
    • Carol Quinn as the humanities member.
  • Council approved:
    • $135,527.47 to purchase CPR Chest Compression Equipment for the Sparks Fire Department.
    • A $481,386.00 contract with Public Restroom Company to purchase and install two prefabricated restrooms at Shelly and Burgess Parks.
    • A $200,000.00 professional services contract with CPS-HR to provide Human Resources contracted services in Fiscal Year 2023.
    • $100,000.00 to support the Economic Development Authority of Western Nevada’s activities in Fiscal Year 2023.
    • A one-year contract (with the possibility of four one-year mutually agreeable extensions) between the City of Sparks and Western Nevada Transport, LLC for biosolids hauling from the Truckee Meadows Water Reclamation Facility to the Lockwood Regional Landfill at a rate of $149.39 per load. The estimated first-year annual cost is $510,000.00 with Sparks’ share being $192,219.00.
  • Council heard the first reading of a bill to amend a Final Approved Plan for the Kiley Ranch South Development Handbook.
