Sparks City Council Highlights December 12, 2022

Sparks, NV – The following are highlights from the December 12, 2022, Sparks City Council Meeting.

Announcements, Presentations, Recognition Items, and Items of Special Interest:

  • Sparks City Council heard the following presentations:
    • An update from the Reno-Tahoe International Airport on the Reno-Tahoe Airport Authority and construction at the Reno-Tahoe International Airport.
    • The 2022 year-end report from the Sparks Heritage Museum.
  • City Manager Neil Krutz announced a vacancy for a Commercial Construction representative on the Sparks Enterprise Fund Advisory Committee. This is for a four-year term ending December 31, 2026. Applications will be accepted until 5:00 PM on January 3, 2023, at www.cityofsparks.us/getinvolved.
General Business:

  • Council approved Mayor Lawson’s appointments to the following boards and commissions:
    • Carl Nieberlein and Shelley Reid to the Sparks Planning Commission, each for a four-year term ending December 31, 2026.
    • John Novak, a physician licensed to practice medicine in Nevada, to the Washoe County District Board of Health for a term expiring December 31, 2026.
  • Council accepted the City’s Annual Comprehensive Financial Report (ACFR) for the fiscal year 2021-2022 and approved the City’s Plans of Corrective Actions relating to the City’s external auditors’ conclusions and recommendations.
  • Council approved:
    • A $264,843.76 professional services contract with Questica Ltd. for budgeting software and a three-year subscription service.
    • A $356,695.38 construction contract with Action Lawn & Landscape, LLC for the 2023 Trail Replacement - Kiley Parkway to Panama Drive Project.
    • The issuance of refunds for seven overbilled effluent accounts in an amount totaling $164,806.29.
  • Council amended the Fiscal Year 2023 Capital Improvement Plan for Redevelopment Area 1 to update the available capital resources and planned capital improvements.
  • Council accepted a $50,000.00 settlement offer related to allegations of sewage backup at 7110 Pah Rah Drive contingent on the negotiation, drafting, and final approval of the necessary settlement agreement and release documents.
  • Council directed the City Manager to:
    • Prepare and propose changes to Title 20 of the Sparks Municipal Code to add agritourism as a permitted use. Agritourism includes wedding barns, pumpkin patches corn mazes, hayrides, festivals, etc.
    • Initiate a potential amendment to the City of Sparks Comprehensive Plan Land Use Map to modify the current Mixed-Use District/Mixed Residential land use designation for properties located on the north side of Prater Way near its intersection with 19th Street.
(The above two items will be considered at future Sparks Planning Commission and Sparks City Council meetings.)

  • Council approved the Mayor's and City Council's boards and commissions appointments.
  • Council approved Mayor Lawson’s nomination of Donald Abbott as Mayor Pro Tempore.
Public Hearing and Action Items Unrelated to Planning and Zoning:

  • Council adopted a bill amending and repealing sections of Sparks Municipal Traffic Code.
Planning and Zoning Public Hearings and Action Items:

  • Council approved continuing consideration, discussion, and possible approval of a Conditional Use Permit to allow storage and processing of hazardous materials, limited to chemicals associated with research and development use, to the January 9, 2023, Sparks City Council meeting. The permit would increase the quantity of chemicals already used in the laboratory at a site located on Boxington Way.
