Announcements, Presentations, Recognition Items, and Items of Special Interest:
- Sparks City Council heard the following presentations:
- Proclaimed January as National Radon Action Month to help increase the public's awareness of radon, promote radon testing and mitigation, and advance the use of radon-resistant new construction practices.
- Commended and congratulated the Spanish Springs Cougars 10U youth football team for their 2022 Sierra Youth Football League Freshman Division Championship.
- Council approved:
- A resolution to authorize the creation of the City of Sparks Commercial Property Assessed Clean Energy program to provide the means of financing one or more energy efficiency improvement projects, renewable energy projects, water efficiency improvement projects, or resiliency projects for qualifying commercial or industrial property, and a resolution creating an Energy Improvement District for commercial or industrial property owners to participate in the Sparks Commercial Property Assessed Clean Energy Program.
- A $1,389,007.00 construction contract with Sierra Nevada Construction, Inc. for the 2023 Drainage and Roadway Improvement Project – 5th, 6th, 7th, and G Streets.
- A $1,376,000.00 construction contract with Q & D Construction LLC for the 4th Street Sewer & Storm Drain Project.
- An $684,863.00 agreement for consultant services between the City of Sparks, City of Reno, and Carollo Engineers, Inc. for the Truckee Meadows Water Reclamation Facility Heat Loop System Improvements Project design, with Sparks’s share being $214,850.52.
- The City of Sparks 2023 Legislative Platform.
- Council heard a first reading of a bill to amend a final approved plan for the Stonebrook planned development.
Council held public hearings and approved:
- A memorandum of understanding (MOU) amending the current collective bargaining agreement between the City of Sparks and Sparks Police Protective Association, with an anticipated cost increase of $230,015 in the remainder of FY23.
- A MOU amending the current collective bargaining agreement between the City of Sparks and Sparks Police Supervisory Protective Association Sergeants, with an anticipated cost increase of $44,226 in the remainder of FY23.
- A MOU amending the current collective bargaining agreement between the City of Sparks and Sparks Police Supervisory Protective Association Lieutenants, with an anticipated cost increase of $29,411 in the remainder of FY23.
- A MOU with the Operating Engineers Local Union #3 Skilled Workforce and the City of Sparks to update the current collective bargaining agreement to revise and add job titles and associated classification levels, and to add a "Recruit" designation for entry-level jobs, with no direct fiscal impact.
Council held public hearings and continued the following items to the March 13, 2023, Sparks City Council Meeting:
- A Conditional Use Permit to allow storage and processing of hazardous materials, limited to chemicals associated with research and development use, on a 20.7-acre site located at 605 Boxington Way Suite 101, Sparks, Nevada.
- An administrative review to construct and operate a 950-square-foot drive-through coffee kiosk on a 17,434-square-foot portion of a larger 5.6-acre parcel located at 750 Greenbrae Drive in Sparks.
