January 3 BOC Meeting Highlights | County of Oconee

Reno, Nevada — In our ongoing commitment to keep citizens and media informed we’ve summarized the outcomes of a few key agenda items from today’s Regular Meeting of the Reno City Council. Staff Reports with more information are linked below:

B.2 & B.3 - Streets Preventative Maintenance in Southwest Reno

Council awarded a Contract for the 2023 Reno Preventative Maintenance Project to Sierra Nevada Construction, Inc. in an amount not to exceed $3,234,007. The City’s Neighborhood Street Program guides the preventative maintenance of the City’s neighborhood streets. This contract is for annual maintenance, which includes surface treatment on approximately 31 miles of road primarily in southwest Reno, patching on 347 streets, and overlay on approximately 1.5 miles of road along with other miscellaneous associated work items. Council also awarded a contract in an amount not to exceed $161,735 to Lumos and Associated for testing and inspection services of the project. 

B.4 & B.5 - 2023 Talus Street and Sewer Rehabilitation Project 

Council awarded a contract to Spanish Springs Construction for the 2023 Talus Street and Sewer Rehabilitation Project in the amount of $11,521,000. The project consists of eight neighborhood streets located in the northwest Reno area west of North Virginia Street and north of North McCarran Blvd. The project scope of work primarily consists of removing and replacing pavement, curb and gutter, sidewalks, driveways, pedestrian ramps, removal and replacement of sanitary sewer, storm drain upgrades, and other miscellaneous work associated with reconstructing eight neighborhood streets and the replacement of sanitary sewer main in four of the streets that are being reconstructed. Council also awarded a contract in an amount not to exceed $835,275 to DOWL for construction services including field inspections, construction monitoring, improvement layout, traffic control monitoring and record drawings. 

B.6 - Gabion Flood Baskets for Flood Mitigation 

Council accepted a report from staff for the purchase of Gabion Flood Baskets in the amount of $181,000. Due to strong and repeated weather activity creating large amounts of precipitation in northern Nevada, specifically for additional flood preparation in the North Valleys at Silver Lake and other identified areas, approximately 4,300 linear feet of Gabion Flood Baskets were purchased on March 14, 2023, by the Maintenance and Operations Department. The Gabion Baskets are primarily intended for use along Moya Boulevard to mitigate the possibility of a rise in lake water levels, but can also be used for other problem areas that develop within the City. Gabion Basket installation is coordinated with the City’s Flood Response Action Plan and the Utility Services Department.

B.8-14 - Council Discretionary Funds

The following council members donated council discretionary funds to benefit community organizations:

  • Ward 4 Councilmember Meghan Ebert: $1,000 to Raising Men & Women Lawn Care Services; $1,000 to the Truckee Meadows Community College Foundation 
  • Ward 2 Councilmember Miguel Martinez: $1,000 to Black Wall Street; $2,000 to the Truckee Meadows Parks Foundation; $3,000 to the Eddy House; $1,000 to Urban Roots; $2,000 to the Food Bank of Northern Nevada;
  • Ward 5 Councilmember Kathleen Taylor: $2,000 to the Truckee Meadows Community College Foundation
C.2 - 3655 Warren Way Zoning Map Amendment 

Council approved the Ordinance Introduction and referred it for a second reading and adoption. The Ordinance rezones a Single-Family Residential – 3 units per acre (SF3) to Multi-Family Residential – 14 units per acre (MF-14). The ±1.0 acre project site is located on the west side of Warren Way ±425 feet south of its intersection with West Moana Lane. The site has a Master Plan land use designation of Suburban Mixed-Use (SMU). 

D.3 - Downtown Reno Business Improvement District 

After hearing a presentation from the Downtown Reno Partnership (DRP), Council accepted DRP's Fiscal Year 2024 Business Improvement District (BID) operating plan and budget. The overall assessment budget will increase from $3,058,702.13 for FY 2023 to an estimated $3,675,282.21 for FY 2024 due to the increase in the assessed values of property in the BID, as determined by the Washoe County Assessor’s Office. Generally, the same level of services will be provided by the DRP for the BID, and the assessment methodology and rates applied will not change from the previous fiscal year.  Increases in budget will be used to add overnight ambassador services, enhanced support of downtown events and increase street cleaning. The assessment budget represents the revenue collected through property assessments only during the fiscal year and should not be confused with the DRP’s operating revenue and expenses for their organization. 

D.4 - 2023-2024 Federal Legislative Platform

Council adopted the City of Reno 2023-2024 Federal Legislative Platform. This year’s platform proposes minimal changes to the 2022 platform. The majority of the City's platform continues to remain relevant, and most language is carried forward, including support for federal programs that are vital to the Reno community such as American Rescue Plan Act (ARPA) project implementation, bipartisan infrastructure grant opportunities, and housing programs. D.5 -  Activation Coordinator 

Council approved the creation of an Activation Coordinator position, with $150,000 drawn from the Room Tax Fund, to administer special event sponsorships, facilitate promoter resources, support community events and activation of public spaces, and manage City-hosted events. Council also directed staff to return with recommendations for the sponsorship allocation process for consideration at a future Reno City Council meeting.
